Maybe things have changed, but when I was in Local 3 (we parted company in the early '80s) the out-of-work list was the last place you looked if you wanted skilled, motivated and dependable employees. For something as specialized as tunnel work, I would think the list would be even less useful.

As soon as I hit send, I remembered we were not keen on use of the out of work list. I am not sure that they even use it anymore...
