Tag shows "RLS 5242". The "RLS" seems kinda odd for a California Surveyor, is "RLS" common in some areas? Or maybe an out of state surveyor? Any info would be helpful. The tag was found in the Siskiyou/Trinity County area.

The surveyor is out of Roseburg, OR. I believe they are registered there. So, yeah, local practice applied in Jefferson.
