CA SMA 66445(d)(1) states:

...The exterior boundary of the land included within the subdivision shall not include a designated remainder or omitted parcel that is designated or omitted under Section 66424.6....

And 66424.6 has lots of stuff about designated remainders including:

"(1) The designated remainder shall not be counted as a parcel for the purpose of determining whether a parcel or final map is required..."

So in the latter it seems clear that a "4+1" parcel map is allowed. But then the former seems to say that you can't use that.

Thoughts? Is the former stating a simple drafting requirement?

Yes, it's pretty much a drafting requirement for the showing of the distinctive border of the land being subdivided.
