According to this 66452.25 draft from last week (it looks final, is it final?), our client is out of luck, or at least out of time.

I have not yet received a written response from our county planning department but I will certainly post here when I do.

This has been an enlightening discussion for me, thanks to all who contributed!

Last week, in the Senate Appropriations Committee, AB 1303 was amended as follows:

"66452.25. (a) If the map was approved within a county described in subdivision (c), the expiration date of a tentative map, vesting tentative map, or parcel map for which a tentative map or vesting tentative map, as the case may be, that was approved on or after January 1, 2002, and not later than July 11, 2013, and that has not expired on or before the effective date of the act that added this section, shall be extended by 24 months."

The bill is still in committee, but should be reported out soon to the Senate floor. It seems that the issue has come to light regarding a sunset date for selected tentative map approvals. This bill limits extensions to those Counties still undergoing severe economic distress.

We were notified this morning that our verbal notice from County Planning of an automatic 24 month extension on our Parcel Map (approval date 8/13/2013) was apparently in error. The Senior Planner did not reference the date (which I expect would alternately disqualify our client) but the estimation that Humboldt County does not meet the specification for economic hardship. According to his email, there are only ten CA counties which meet the requirements as outlined in 66452.25 (c). It appears that this new SMA chapter may have a very narrow scope in it's final application. I guess the great recession has ended, Hooray!

Can you post a list of the counties?

I don't have that information but he did mention that the closest one to ours is Siskyou.

Fresno, Imperial, Kings, Madera, Merced, Modoc, Siskiyou, Stanislaus, Tulare, and Yuba Counties.
