Maybe the lots were granted from the State to the City at an earlier time that is not mentioned in the article.
Generally speaking, the State does not sell its submerged lands. There must be quite a bit more to the story. Some possibilities might be that these submerged lands haven't always been so, that this particular slough is not a natural waterway and started as a canal or ditch, that these particular lands may have been within the bounds of a confirmed rancho and not excepted out at the time of confirmation. There are many possibilities as to why these submerged parcels are legitimately in private ownership (not speaking as to the validity of the current ownership), and it is possible that someone deeded lands that were not theirs to sell by virtue of being ungranted sovereign land.
I'll see what I can find out about this.
Do any on of you have a location on a quad or a lat/lon that would help me get a start on this?
