Does anyone know if a Condominium Plan needs to be prepared and signed by a L.S.?

If you want these plans to be part of the cc&rs they must be prepared by a licensed land surveyor or pre 82 civil, that practices land surveying(check Davis Stirling act). These plans represent a subdivision of airspace from common space, as well as a tie to the project boundary(property line). The PLS act lists the activities for which one must have a license if they engage in any of the listed activities.....

Yes, absolutely. An LS or a pre 82 qualified to prepare these. Mere licensure as a pre 82 does not mean authorized.

Thanks for the information. Does anyone know of a good resource for information on the California Condominium law? Maybe some plain language publications?

LOL. Gary, the POINT of the Davis Sterling Act is to make the language unintelligible!

Board Rule 415.
"A professional Engineer or land surveyor licensed under the code shall practice and perform engineering or land surveying work only in the field or fields in which he/she is by education and /or experience fully competent and proficient."

If you are the type of person who can read a book and become "fully competent and proficient" then I recommend the CEB website's selection of practice manuals.
