I am working on a survey in a small city in Riverside County. The city employs a contract City Engineer and uses a contract City Surveyor. While performing the survey I found a couple monuments, no record, (LS contract City Surveyor). He was kind enough to send me the "Monument Tie Sheet for City of XXXX" done in 2005, stamped and signed. No Corner Record was filed with the County. Should there have been? By the way, 10 centerline monuments were missing around my site, mostly from recent construction. When I called the contract Engineer his response was something like "the contractor’s responsibility....."

I might suggest you send the Engineer a copy of the Board letter addressing this very issue. The Board sent a letter to all City Engineers and County Surveyors on December 2, 1985 - there have been copies posted on this forum.

Ric - If you're reading this, could the Board resend the letter, or issue a new letter with current date? A friendly reminder might help.

Well, if the contractor can handle the responsibility which clearly falls under the practice of surveying, he must be a licensed engineer authorized to practice surveying. The city should be able to save some $ by firing their staff engineer who apparently doesn't understand his professional responsibility and just hiring the contractor as needed for engineering functions.

I am actually in the process of preparing a letter to the engineer regarding the destruction of monuments and will be including the 1985 letter. It's the official tie sheet showing set monuments signed and stamped that threw me for a loop. It's kind of like they almost did the right thing. Any help from Ric pertaining to the letter I want to send would be appreciated.

I would CC the city manager, the mayor and the JPPC.

I discovered a BM description error in one Riverside Cty city and reported it 2x to the city engr. I don't think it was ever corrected. It started with one description then the last half was the description for the next BM northerly.
Riverside County and the cities therein appear pretty lax.

It's funny that you mentioned a benchmark error. The bench I tried to use for the project was recently destroyed by a new Walgreens. I had to use one way farther away. My poor client is taking it in the shorts from the city's lack of accountability.

Now we have:
(10) destroyed street mons
(1) destroyed bench
(3) tie sheets for new monuments with no Corner Record filed

This is for one project in this city.

Please do forward this to the Riverside/San Bernardino JPPC. Both Riverside and San Bernardino County Surveyors are on the committee along with private survey professionals from CLSA.

I have contacted the chairman of the group to send me info on where to send the complaint. I will post it here once I receive it.

Thank you for looking into this. I just sent sent off a couple emails. I'll follow up later with the results.

It is beneficial to also get the County Surveyor on board, as he may have some influence on the cities within his/her jurisdiction as to the perpetuation of monuments. They may want to send a friendly reminder and include letters from the Board, plus the Board Resolution pertaining the perpetuation of monuments.
