Mobile Home Parks

I just received a call requesting us to mark the "lot lines" of a small mobile home park. The thing is, the land on which the mobile home park exists is a single parcel per the latest vesting deed.

I found the following from a quick search of the CA Dept. Housing and Community Development:

So the owner wants to swap out some old mobile homes for some new ones. It sounds to me like the State wants a survey of the park (like a topo) detailing trailer locations, individual trailer spaces (lots), common areas (roads, etc.), setbacks to common areas, and the like.

Anybody familiar with this that may have some insight to offer?

If all they want is the lot lines marked, just get a copy of the plat and mark the lots. You don't even have to file a ROS [see §8765(e)].

I've worked in a few MHPs over the years, usually when they want to bring in a new home. The state inspector will require that certain drainage specifications are met, but it sounds to me like your client just wants the lots marked for now.

I've worked on a couple of these surveys. The most extensive was due to minimum setbacks not being met between existing MH's at a very old (pre-1950's) park. The "lot line" locations ended up being established so that the setbacks requirements could be met, rather than by area or overall dimensions. If I recall, we set spikes in the rears and concrete nails with smooth washers in front. I believe we gave the park owner a rather schematic site plan with the lot numbers and dimensions, and structure footprints with setback dimensions, and didn't record anything. See Sec. 8765(e) of the PLS Act. I think I nearly had sections 1104-1106 of the Housing Code you cited committed to memory by the time I finished that one...
