Lot Line Adjustment/Parcel Merger

I need some advice.
I have a project in a small City that has the following situation:
There are 3 Parcels from a record Parcel Map and 1 parcel from a dedication. The dedication is shown on the original PM as an easement so no mandatory Record of Survey, I think. I concluded that by the letter of the law even though the easement shown on the Parcel Map is not deeded property, as of that date, I don't need to file a Record of Survey since the line is shown on a map of record.......
Any hoot, the Architect has devised a new ground up plan that has the building straddling the original line between Parcels 1 & 2 and including the dedication parcel.
He wants the original Parcel 3 shrunk to fit a new parcel to be sold for separate development.
Planning conditioned that the line between 1 & 2 be merged into 1 and the original line 3 be adjusted. They missed the fact the there is a 4th dedication parcel line being crossed also.
I am trying to do all of this without a Parcel Map due to fees and project deadlines, etc.
Does anyone have any insight on this?
I'm thinking it may be okay to process some sort of merger/LLA all concurrently without triggering a PM. Unfortunately, the City is not fluent in SMA, so it is up to me to make this a legal adjustment.
Any ideas/input?
