Condominium Re-subdivide

We have a residential condominium project which was entitled for 70 units. The map was filed a year or so ago. The owner now wants to create 1 more unit by splitting an existing unit (double-size). I am in discussions with the local agency engineering department as to how to show this on the new parcel map. I'm not sure we should show it as 71 units now - that may cause other problems. Should we show it as 1 lot and 1 airspace condominium with 70 existing airspace condominiums? or, does any of you have experience with this and have any suggestions? It is fairly new turf in this cow-town.

Thanks,
Bruce Jarvis, PLS
