Permit needed for CL mons?

(This re-post -sorta- from yesterday's thread I started that I didn't realize I had submitted properly, sorry for the duplicate)
I needed to shoot some CL well mons in City of Poway on a lightly traveled road with 100' ROW. I put on my bright yellow safety vest and made a circle of cones around well mon, removed cover and checked description. Good. Ready to shoot. About then a employee of City Eng. Dept. drove up, parked his truck and approached me. I expected a friendly "hi guys, whatcha doin' " type of chat. Nope. He informed me that I had to leave immediately or police would be called. Huh?
He said that a valid, City issued permit is required to access and measure CL and other monuments in the street, and all permit applications must include a traffic diversion and safety plan approved by City with cones and warning signs in all directions.
I explained that there are very few cars, and reasonable safety measures were used (vest, cones, and flagperson watching traffic) and that I needed 3 to 5 minutes max in street. He didn't care. no permit, no access to CL mons in City for me or any other surveyor.
This is crazy and unreasonable. Traffic control could easily cost $1000 or more, just to shoot a mon in public ROW.
Is this possible? Feasible? Reasonable? Do they have the authority?
What about a private citizen (me) that walks across the public street, but just happens to stop for a moment in the middle of the road and puts a rod w/glass down on the way across.
The city requires well mons be set on CL of streets as controlling points that are permanent and for all to use, but now they make it so difficult to access that most surveyors won't use them due to unfair and unreasonable cost to surveyor.
How many of you would be willing to prepare and implement (and pay for) a traffic safety plan, apply for a permit, and wait 3 or 4 weeks to shoot a CL mon for simple lot boundary survey?
