THE POSITION
The Riverside County Flood Control and Water Conservation District (Flood Control District) is currently recruiting to fill the Chief of Surveying and Mapping (CSM) position. (view the official job posting at www.rc-hr.com)
Under general direction from the Assistant Chief Flood Control Engineer, the CSM will plan, organize, and direct the work of the Surveying and Mapping Division, including the county-wide mapping and district surveying programs. The primary functions of the Division are surveying, photogrammetry, right of way acquisition, and right of way engineering.
The CSM will oversee a budget of $4.2 million and direct the work of 24 professional and technical staff through 4 subordinate supervisors. Competitive candidates will be seasoned managers with extensive experience in surveying and the compilation, assembly, and review of maps.
The Flood Control District is the regional flood management authority for the western 40% of Riverside County. The District operates with a budget of $155 million and 235 employees that are divided among eight divisions: Planning, Design & Construction, Regulatory, Surveying and Mapping, Operations, Information Technology, Finance and Watershed Protection.
The mission of the District is to protect people, property and watersheds from damage or destruction from flood and storm waters and to conserve, reclaim and save such waters for beneficial use.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(D) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.
EXAMPLES OF ESSENTIAL DUTIES
- Directs and manages the work of the Survey and Mapping Division; establishes division policies and procedures within broad department policies; directs the implementation of policy and procedure revisions resulting from changes in legislation and regulations.
- Manages the district's field survey program; directs the preparation of maps, both planimetric and topographic for the district, county departments, and other agencies.
- Manages the district's digital mapping program; provides copies of maps on a fee basis; keeps records and prepares progress and cost reports, new equipment specifications and contracts, and budget estimates.
- Develops the annual division budget and manages expenditures; recommends changes in organizational structure and staffing; directs and evaluates the work of subordinate supervisors.
Experience: Five years of supervisory or administrative experience over a staff involved in civil engineering, land surveying or digital mapping.
License/Certificate: Possession of a valid Land Surveyors License or certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.
Possession of a valid California Driver's License.
Knowledge of: Legal and technical principles and practices of land surveying; laws, rules, and regulations pertaining to survey points, subdivisions, and records of survey; photogrammetric techniques; pertinent local, State, and federal standards and funding considerations; functions and relationships of the federal, State, and local governments and their impact on division activities; principles and techniques of modern management, organization, budgeting and personnel management.
Ability to: Plan, organize, direct, and coordinate the work of staff; direct the preparation of legal records; prepare comprehensive reports and recommendations; analyze complex technical and administrative problems and adopt an effective course of action; make effective presentations; participate in a variety of meetings and conferences with other governmental agencies and the public; establish and maintain cooperative relationships with others.
