This specific case definitely could have happened to anyone. Sounds like this guy just ran into the surveyor on a sidewalk. I was almost hit recently just crossing a signaled crosswalk in a fluo green vest and long sleeve. It was just one of those mornings where the parent in the minivan was probably yelling at their kid while they made the left turn.
It is sometimes just a matter of bad luck.

Definitely a sad story and CALTRANS workers are the most prone. I did 6.5 years on the highway and seen some bad stuff, from cars stopping in the fast lane of 880 to ask questions, car backing up on 980 trying to ask me questions as I'm moving away, and even saved a party chief multiple times from stepping into live lanes of traffic.
How bout a party chief on the double yellow line of Hwy 152 needing a shot with big rigs moving in both directions and oh ya he had a student with him telling her "don't move".
I'm not making this up people, so think about it. Safety first, even though I've been accused of using safety as an excuse to get out of work, ya right. Just another reason why I left CALTRANS.
Now that I am a one-man shop in the private sector, my CALTRANS years definitely help me understand the true meaning of "Safety First".
Keep your head on a swivel!!! A land surveyor bobblehead would be appropriate!
