PG&E Requesting Gas Line Easement for Single Family Home

Just seems odd.
OK, it's about a 3.5 acre parcel with a single family home and a guest house. PG&E has a gas service to the existing guest house, but now wants an easement for gas service to the newly constructed main house.
Please educate me on the trends happening region wide or state wide.

Why would you need an easement for a service lateral?
If the property owner says, "Get your pipe off my land, you have no easement!" then PG&E would do so and the customer would be without gas service. An easement should only be needed if the service line runs across another property to get to the served property.

In San Luis Obispo County, PG&E has been known to require developer to give them an easement to their meter. I don't think they require it every time, though.

Client is dominant tenement over/through existing private "road and utility easement." PG&E has a gas line running through said private "road and utility easement' to serve client's present single meter. Client wants to add another meter on their parcel, and now because the gas line is considered a "main" (serving two meters on one parcel), PG&E is requesting an easement through said existing private "road and utility easement."
Does this make sense? Perhaps it does not matter.
Pardon me if this is a stupid question, but can my client grant a utility easement to PG&E through their existing easement, lands that they do not own?

Winslow v City of Vallejo 148 Cal.723,84P.161 (1906) so I would say that they have to do something to add to the easement rights that they already, particularly with respect to a "private easement" The use of the easement is determined by the grant and how the easement has been enjoyed. The easement holder has the right for a single gas line as was constructed as a result of having an easement right to do so. and the easement is now limited by its use. This is my current understanding of how these things work
