Is anyone aware of the rationale behind eliminating the existing Section 464 (e)? Personally, I am against that change but I am open-minded on the subject and if there is valid reasoning behind it I would like to be made aware. I've seen this proposal before but I have not seen any explanation.

Some of it is covered in other parts of 464, the rest is covered in 8765.

Regarding 464(e), it looks like the language is nearly the same as the language expressed in PLS Act 8765(d), which are exceptions from filing RS's.
Maybe they feel it is redundant language that's not needed?
