Attorney General Opinions -- Re Certificate of Compliance

I've been looking for the following but cannot find it on line:
74 Cal. Ops. Atty. Gen. 149 (1991)
It refers to the duty of the governing agency to issue a certificate of compliance when entitled.
Can somebody point me in the right direction?
