Need some clarification

Since I'm not a college graduate I might be missing something here and any enlightenment would be appreciated.
Just received a plastic LS ID card.
The purpose of this card is?
As according to the attached letter I still have to carry my paper card.
Do I have to carry this card?
What happens if I don't?

I can only speculate, but there have been a couple of occasions in the past few years an inquiring party reviewed my paper license (meticulously laminated by the way) and raised an eyebrow, I also take note that the plastic card does not list a renewal date, I see this as an attempt by the board to assist in "validating" our professionalism in the public eye while saving a few dollars not having to issue a paper license every two years, but that is just my two cents.

Its true purpose is revealed on the back side,

"This license is not transferable, and shall be returned to the Board upon demand when suspended, revoked, or invalidated for any reason."

And the Board will guarantee postage - just drop it in any mailbox.

The Board has been inconsistent in sending out those plastic cards in the past.

Years ago I worked in an office where most of us were licensed, but only one guy had the plastic card.

We used to kid him that he had the "special" license and that the card would set off alarms at the recorder's office if he ever tried to record his own survey.

Well I've got tooooo much plastic in my wallet now and nothing in print saying I have to carry it so into the vans file box and it's black hole it goes.

The NEW plastic cards were provided by BPELSG to all current licensees in good standing and upon initial licensure to new individuals in response to requests and to help licensees in identifying themselves as professionals to the public. If you don't see a need for it or don't want it, feel free to send it back to BPELSG. We will be happy to take them back.

Doesn't it say something on the back about postage being covered if you just drop it in a mailbox?
