During this drought these quazi govt water agencies have made people with legal wells cap them and go on the municipal water service.
I was surprised that the 9th of all courts got it right.

As it states in the article the Indians have a checkerboard pattern of ownership so they could put wells wherever they want since their lots are all over the area.
