I'm sure someone knows the answer without looking it up.

The date (month and year) that the monument preservation law went into effect.

The date (month and year) that the vertical (bench mark) monument preservation law went into effect.

8771 appears all the way back to the 1982 version they have on the members only section of the CLSA website. The previous years posted (1891-1961) are numbered differently, so I didn't spend the time to read it.

The portion with "horizontal and vertical control" language added was amended in 2006, in effect in 2007.

I should have clarified, When public agencies were required to preserve monumentation that was going to be destroyed during civic improvements.
2007 sounds right for the vertical.
But I think the horiz was some years prior to that, vertical was added because the govt people said vertical mons were not included in the act and therefore they didn't have to preserve them.

The 2006 version says, "(b) When monuments exist that control the location of subdivisions, tracts, boundaries, roads, streets, or highways, or
provide survey control, the monuments shall be located and referenced..."

The 2007 version says, "(b) When monuments exist that control the location of subdivisions, tracts, boundaries, roads, streets, or highways, or
provide horizontal or vertical survey control, the monuments shall be located and referenced..."

I believe the "provide survey control" language was added in 1994, effective 1995. The 1992 version doesn't have the "provide survey control" language and the 1995 version does and the only amendment to 8771 in between those years was 1994. Plus the 1995 version shows "provide survey control" in italics. The 1993 and 1994 versions aren't available on the CLSA members site.

Interesting note: The 1995 version on the members only site has a history of amendments to the PLS act from 1982 to 1995 listed with bill number included. After that it seems like they only list the amendments that happened within the year preceding.

It wasn't until 2015 that the language was revised from it being the responsibility of the governmental agency or others performing construction to preserve the monuments to the current language of "the governmental agency performing or permitting construction.. is responsible for ensuring that either the governmental agency or landowner performing the construction...provides for monument perpetuation." Prior to 2015, many agencies just pushed the requirement off to the "or others" (i.e. the contractor) and washed their hands of their responsibility. The 2015 language doesn't provide that kind of flexibility.

Amazing how we have to continually clarify laws to get govt to comply. Maybe they can't afford it due to paying high wages to attract people of quality.
