Can a county create and file an Official Map in conformance with the Subdivsion Map Act 66499.52 to subdivide the County Center campus if the campus lies within an incorporated City.
A local county wants to subdivide their County Center campus to place individual buildings on their own respective parcels. The County Center campus is located within the limits of an incorporated city. However, the County maintains the public streets within the campus - no dedicated rights of way exist, just a resolution by the Board of Supervisors declaring the streets public. Sewer and water are provided by local districts, not the city.
The alternative would be parcel creation by deed and a Record of Survey.
