Record condo plans prior to map?

We prepare maps, parcel maps, and condominium plans for many condo projects. The usual sequence is to prepare and record a one-lot map for condominium purposes, then record condominium plans later.
Now we have an agency asking us to record the condo plans before the map has recorded. To me, this out of sequence approach has several problems, including the possibility of being an illegal subdivision. Any thoughts on this?
