Corner Record - Coordinate (Optional)

Whats your perspective when you submit a corner record that did not use coordinates, and you receive a check print back from a County Surveyor and he wants you to check the "U.S. Survey Foot" box under "COORDINATES (Optional)"?
Isn't all that data under "COORDINATES (Optional)" and above "Complies with Public Resources Code . . . " just that, optional and intended to be used only when you include coordinates? And yes every dimension on my CR shows a foot symbol.
I told the CS all that info is "Optional", and will not include on my CR. I would like to hear if there are any other County Surveyors making this comment throughout the state?
