Lot Line Adjustments with Adjoining Boundaries

Hello all
I have a question for the forum. If I have a client who needs to do a Lot Line Adjustment and owns 8 contiguous parcels. Can I do two LLAs of four lots each at the same time? Or do I have to wait until the first one is done, then submit the second?
There are no parcels in common between the two LLAs, they simply share one common boundary line. So they are contiguous.
The land use attorney says we have to wait until the first one is completed to start the second.
Anyone have experience with this?
