Orange County Maps

I am trying to obtain copies of some OC maps and am unable to. Am I to understand the assessor maps are not available online? Also I was unaware that architects and "design engineers" prepare maps in OC. Can anyone help me?

Thanks! I could not find the layer/map I am looking for. I haven't used the web portal for awhile and it seems different. I am trying to download MRLA 1/147-149
