Original Monuments within Freeway Right of Way

LS ACT 8774 (c) says that "monuments within the freeway right-of-way shall be referenced to usable points outside the access control line by the agency having jurisdiction over the freeway”.
1. Does anyone know how long this has been part of the LS ACT?
2. Is there any training going on for Caltrans Right of Way or Control to understand what this means and why it's needed?

I very clearly requested for information about the monuments that would have been within the freeway right of way that are now destroyed and received 27 files containing State Plane Coordinate control points most of them WITHIN the freeway right-of-way. I did receive the right-of-way map from 1968 which has little circles but no descriptions, no coordinates, no ties and no found or set monuments so on the face of the map there is no way to determine where on the ground the lines and "circles" are located.

There have been some instances where the information i needed was on the map provided but most of the time and especially on newer maps its not there. It seems that very little attention has been paid to this issue by Caltrans over the years.

This has been my experience:
1. They don’t have the resources
2. They don’t care about your projects or mine
3. They are incompetent at working within their own bureaucratic system

One or all of these applies to the interactions I have had with this agency. Requests are discussed, passed around and lost then ultimately ignored and go unanswered

I find it professionally embarrassing to explain this to clients and put notes on my maps to the effect of “I tried to get this information in order to resolve this parcel boundary and it was not provided by the agency”

With all of the surveyor resources and training at their disposal I expect better from this organization. There ought to be a law….

Contact the surveyor in responsible charge of monuments. That's what the law is for.

That's disappointing to hear you guys aren't getting good service. In 30+ years of going to Caltrans for R/W help up here at the Eureka office, I've received nothing but excellent help. Always.

Sorry that I am a little late with this comment, but I hope you read it. Chapter 10.16 of the Caltrans Surveys Manual lists the circumstances when Caltrans is required to provided right of way monumentation or control monuments. The two most common are when the control is within the R/W, and Caltrans is required to set the actual R/W monuments or control monuments that are directly tied to the R/W. The second instance is during construction when final monuments haven't been set. Caltrans is again required to provide monuments so the private parties can establish the R/W line. Good Luck.
