One lot or two?

Can anyone remember the case from San Diego County where a reservoir cut a single parcel into two portions but the resulting portions were still considered one legal parcel?
I'm having trouble finding the case because I don't remember enough of the details.

Attached is an AG Opinion from 2003 that reaches the opposite conclusion.

Hi, As you may know, I was in a fire a while ago. I have been in the hospital with pneumonia. I am home now, trying to get on my feet. She is well, thanks! I hope all is well with you!
