Insanity reigns supreme in San Diego

The City of San Diego has a byzantine process to submit a project. For starters you have to pick document categories they have established whether or not the document applies. it is very confusing for the applicant and staff. The latest evolution is pure insanity.
I spent hours trying to make a new submittal. The city's system rejected my PDF submittals because the PDF was 0.01 inches too small. It was 8.49 inches wide instead of 8.50. I tried to submit a PDF of my parcel map but the system rejected it because it did not like a couple of the fonts that came from AUTOCAD. I redid everything and rescanned images to no avail.
I have been in the profession for 51 years and I have never encountered this much insanity in my life.
