Parcel Map Certificate of Correction Grousing Thread

Greetings,

We are on the verge of recording a certificate of correction for a parcel map after 5+ months waiting on the City in which the division took place. The correction is extremely minor -- four of the monuments could not be set at the locations where they were shown due to several reasons. The submittal included a Certificate with space for map surveyor and City Engineer's signatures, and an 8.5x11 Exhibit A depicting the modified monument locations (§66469(e)). I believe the City charged us $800 to review. Even the fire department got in on the act and reviewed and kindly approved the correction. The City Engineer (a private contractor with whom I have worked on other projects) let me know that it had never been sent to him by planning dept. As soon as it was sent to him, he approved it within a day or two.

§66471 of the Map Act specifies a 20-day review period. What to do if the 20-day time period is not met ? I realize it is not the engineer's fault, as City Planning Dept. is what held things up, but this turned into an extremely costly, slow process for such a simple correction. In retrospect, I wish I had had the gall to go ahead and record it after the 20-day period was up, without their engineer's signature. Next time I will provide the pertinent section of the Map Act with submittal at least.

File a corner of record with the county surveyor, it accomplishes the same thing and it is more likely to be found by other surveyors. Certificates of corrections too often don't get linked to the maps.

I just did the very same thing with a city which was backed up for close to a year. County and the city in question accepted this solution.

I agree about CR vs Cert of correction not easy to find.
We spent 4 hours of additional field time, chasing street mons that did not fit and I happen to stumble on a very small note on the map referencing the cert of correction. I've filed a CR to make this info readily available to future surveyors.

I know Map Act 66469, et. al. which covers Certificates of Correction states a City Surveyor or City Engineer needs to review it, BUT, a City Engineer is not legally qualified to review surveying related map requirements; such as monumentation. May seem like a little sidetrack from your issue, but that just stood out to me like a sore thumb.

Fortunately, around here, Certificates of Correction are tied to the map and will (should) show up in a search. Or they used to. Not sure if that's still the case with changes in the connections between the Recorder and County Surveyor. And who does the indexing.

A certificate of correction is "theoretically" higher in the chain of public records than a Corner Record, but it may be a regional issue.

Yep yep, I've seen this many times.
I had conversations with a number of county surveyor office staff in southern California, where they are expressing their displeasure at this being all to common of an occurrence. Lot of time it interrupts the monument pedigree too. I see those when map checking, found well monument, no reference... right, noon goes through the trouble of setting a well monument without filing paperwork. Turns out, oh by the way city forgot to tell us ahead of time they have an ordinance that requires a well monument or three, we had to set it at occupancy time, yes, the certificate of correction never got linked to the map, back in 1990's. Discovered that one because I worked there at the tame, so I knew the surveyor, and called him, knowing he is not the type to pull a no reference well monument, and a different LS number (someone had retired at the same time).

All of a sudden this is no longer a no ref. monument you can call 0.35' off.
