I am trying to integrate some datum values based on CCS83, under the 2011.00 epoch, with some values per the 1991.35 epoch. I am working along the San Diego shoreline. Does anyone know what the anticipated deviation would be?

I recommend you use HTDP, likely option 1, to get a modeled displacement for your area of interest. I am not sure what your tolerances are, but I have tested HTDP randomly across the state and it performs well at the 5 cm level, unless in an area where there has been a large earthquake, such as Ridgecrest, that hasn't been included in the HTDP displacement grids.
