Can certificate of compliance terminate parcel lines?

There was a parcel map, created 4 parcels, sometime prior 1978.
In 1978 there was a certificate of compliance which indicates that 4 parcels are now one parcel.
I'm having trouble stepping through the legal code and possible local ordinances to determine if this is legal. San Diego area, I don't know it if it city or unincorporated (I have not seen the document yet for myself)
I recommended to see if the title company will insure it, or contacting the agency that issued the certificate of compliance, because determining this is outside of my expertise.
However, if you dealt with this before, what did you find out? I know the info is sketchy so there will be a few "-what ifs"
