The City of Anaheim is seeking a City Surveyor to lead and supervise the operations of the Survey Section in the Public Works Department. Responsibilities include coordinate assigned activities with other Public Works divisions, city departments, outside agencies, and the general public; and to provide highly responsible and complex staff assistance to the Construction Services Manager.

The ideal candidate must have State of California Land Surveyor's License and a valid California Driver's License, a minimum of four years of technical land surveying experience with a minimum of one year of supervisory experience and ability to work independently with minimal oversight.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Coordinate the organization, staffing, and operational activities for the Survey Section; ensure that the Public Works Department and other City departments, contractors and others are provided with accurate, precise and timely survey data.

Participate in the development and implementation of goals, objectives, policies, and priorities for engineering survey activities; recommend and implement resulting policies and procedures.

Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.

Direct, coordinate, and review the work plan for survey activities and operations; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Participate in the selection of assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Participate in the development and administration of the assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.

Direct and coordinate survey staff in making a variety of surveys including land surveys, topographic surveys, construction surveys, and surveys to establish and monument centerlines.

Oversee the quality and timeliness of survey data; prevent duplication of work by recording, monitoring, and reviewing data; verify and document survey information provided by private engineers.

Examine preliminary project requirements; research necessary information and assist in establishing project priorities and schedules.

Prepare accurate field notes of work performed showing lines, angles, distances, benchmarks, mathematical calculations, and other data pertinent to the field survey.

Compute and adjust angles, distances, bearings, traverses, coordinates and elevations; operate a wide variety of survey instruments; perform a variety of office surveying duties including calculating survey data from notes, maps, deeds, and other records.

Review, approve, and stamp all Lot Line Adjustments (LLA), Certificates of Compliance, and Certificates of Correction documents prepared by outside consultants.

Oversee the database for centerline ties and corner records to track compliance with state law and provide resource material for City projects and private surveyors; oversee the database for the City's benchmark system to provide current information for the public.

Provide staff assistance to the Construction Services Manager; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.

Coordinate survey activities with those of other Public Works divisions, city departments, and outside agencies and organizations.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of construction survey; incorporate new developments as appropriate into programs.

Prepare legal descriptions and exhibits for proposed acquisitions of roadway and utility easements and other public purposes.

Perform related duties as required.

Qualifications

Experience and Education: Four years of increasingly responsible technical land surveying experience including one year of administrative and/or lead supervisory experience supplemented by completion of the twelfth grade and college level course work in land surveying, engineering or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

License/Certification Required: Possession of, or ability to obtain by date of appointment, a State of California Land Surveyor’s License. Possession of an appropriate, valid California driver’s license.

Knowledge of: Operational characteristics, services, and activities of a land surveying program; methods and practices related to land surveys; principles of algebra, geometry, error theory and trigonometry as applied to engineering and survey calculations. Principles and procedures of financial record keeping and reporting. OSHA safety requirements; proper use of survey equipment; principles of municipal budget preparation and control; principles of supervision, training, and performance evaluation; Principles and procedures of record keeping; principles of business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state and local laws, codes and regulations.

Ability to: Coordinate and direct land surveying program services and day to day functions of the section. Supervise, direct, and coordinate the work of assigned staff. Recommend and implement goals, objectives, policies, and procedures for providing land surveying operations. Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities. Participate in the preparation and administration of assigned budgets. Plan and organize work to meet changing priorities and deadlines. Represent the City to outside individuals and agencies to accomplish the goals and objectives of the Survey Section; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; research, analyze and evaluate new program techniques, methods and procedures; prepare engineering and field survey computations; use and care for drafting, surveying and mechanical instruments and tools; write and understand legal descriptions and engineering plans and specifications. Interpret and explain City policies and procedures; prepare clear and concise reports; operate office equipment including computers, data collectors, and supporting word processing, spreadsheet, and database applications. Communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

That salary range needs to go up by another 30% especially for orange county.

I was thinking it was a great job with a great salary. A Transportation Surveyor (TS) for Caltrans (most state agencies use the same classification) is one the highest paying land surveying jobs. The TS classification tops out at $134, 760. The Senior Transportation Surveyor tops out at $158,736. Currently, every agency I know has been losing staff to Caltrans due to their pay schedule. Statewide, I only know of a handful of land surveying jobs, each high level administrators, that pay more than the state classifications.

I think the City is wisely offering the right salary to appeal to and retain a top tier candidate. This particular city is a great place to work. I have been familiar with their land surveying department for more than 30 years.
