How do contractors handle CL monuments in wells when rehabilitating streets?
Besides having an LS do Pre and Post CRs

Like a water valve?
The water valve hand well and cover is lowered below the pavement section as one of the 1st steps of rehabilitating the street ("lowering iron").
After the new pavement is installed, the water valve hand well and cover is raised to the new pavement surface ("raising iron").

What if the top of the monument in the well is above the new pavement section?

above the new pavement section?
Seems to me . . . if NEW paving is to be done, then the monument should be reset and pre/post construction Corner Records filed.

Those efforts should be paid by the paving project!

(That is if - I understood you correctly.)

Have a good weekend.

When I worked for the big city we had a man remove the lids, stuff the well with burlap or newspaper before the paving and then recover the well location with local short ties (one person operation type) and reset the lid just before the roller passed over it.
It necessarily takes at least one person on-site which should be paid for by the paving contract.
