Is there any regulation regarding who is qualified to review our documents?

I have prepared plat and description for an easement PG&E is requesting on a lot of a TM we prepared which has been recorded.
The PG&E rep. refuses to share the name and contact info of Licensed surveyor in charge of reviewing my documents. The person who prepared and sent the comments on my documents admitted he is NOT licensed, nor he has shown the documents to the licensed surveyor before sending them to me.

Refuse to change until you can speak to the LS who is supposed to review or at least supposed to supervise the reviewer.

8730(b) of the LS Act exempts pg&e employees from licensure for the preparation of descriptions. I can see how those so empowered to also feel exempt from licensure for the review of legal descriptions prepared by others, considering how closely related those two tasks are.

After talking with Dallas Sweeney, the Senior Registrar from the Board, he mentioned 2 sections from the Act:

The Professional land surveyor’s Act Section 8726(a)(12) defines, preparation of a document for purpose of describing the limit of a real property, as land surveying.

The Professional land surveyor’s Act Section 8766(d)
The examination pursuant to this section shall be performed by, or under the direct supervision of, a licensed land surveyor or registered civil engineer.

Although examination of ROS is not the same of examining the description of an easement, but he said the same rule applies.
