The Modesto Irrigation district is currently recruiting to fill one full-time regular position in the Civil Engineer Department of the Water Operations Division to plan, organize, direct and supervise land surveying activities including the preparation of survey reports, legal descriptions and engineering drawings; and to perform a variety of technical tasks relative to assigned area of responsibility.
Supervision Received and Exercised

Receives general direction from the Civil Engineering Manager. Exercises direct supervision over assigned technical personnel.

Any qualified individual may apply. The Land Surveyor Supervisor is an exempt position and is allocated to the Professional and Supervisory Bargaining Unit. The list established as a result of this recruitment may be used to fill other Land Surveyor Supervisor vacancies that may occur through April 12, 2024.

Duties may include, but are not limited to, the following:
-Recommend and assist in the implementation of goals and objectives; establish schedules and methods for collecting, organizing and processing survey data accurately; implement policies and procedures.
-Plan, prioritize, assign, supervise and review the work of staff involved in the collection of land survey data and preparation of engineering drawings.
-Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
-Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials, supplies, and services; monitor and control expenditures.
-Participate in the recruitment and selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures and conduct performance evaluations.
-Review, analyze, organize and process survey requests and data accurately and in compliance with surveying standards set by the California Board of Professional Engineers and Land Surveyors and the Professional Land Surveyor’s Act.
-Determine appropriate survey procedures and methodologies for tolerances, staking methods, data collection methods, and adjustments needed for -District survey projects.
-Perform survey calculations and prepare survey drawings for engineering personnel.
-Review and render professional opinion on the accuracy of legal descriptions and survey mapping; prepare, sign and seal legal descriptions; prepare -Record of Surveys and Corner Records.
-Review, interpret and analyze deed descriptions.
-Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
-Build and maintain positive working relationships with co-workers, other District employees, outside agencies, and the public using principles of good customer service.
-Perform related duties as assigned.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of increasingly responsible experience in professional land surveying; including one year providing technical and functional supervision over assigned personnel.

Education:Equivalent to Associate’s degree in Land Surveying, Engineering, or a related field.

Knowledge of:

-Principles and practices of professional land surveying.
-Equipment, tools and materials used in the collection and analysis of land surveying data.
-Principles and practices of supervision, training and performance evaluations.
-Principles and practices of budget monitoring.
-Principles and practices of safety management.
-Pertinent local, State and Federal laws, ordinances and rules.
-Modern office equipment including use of applicable computer applications.
-Principles and practices of effective customer services.

Ability to:

-Organize, implement and direct land surveying operations/activities.
-On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
Interpret and explain pertinent local, State, Federal, District and department policies and procedures.
-Assist in the development and monitoring of an assigned program budget.
-Operate and maintain a variety of instruments and equipment used in the collection of land survey data.
-Accurately analyze information generated by surveying equipment and prepare maps, legal descriptions and engineering drawings.
-Develop and recommend policies and procedures related to assigned operations.
-Operate and use modern office equipment including a computer and applicable software.
-Establish and maintain effective working relationships with those contacted in the course of work.
-Communicate clearly and concisely, both orally and in writing.
-Supervise, train and evaluate assigned staff.

License and Certificate: Possession of a valid California class C driver’s license at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis. Registration as a Professional Land Surveyor in the State of California.
