Fingerprinting requirement?

I believe the fingerprinting is being required for new applicants. I can't remember exactly, but I think they want to avoid licensing felons if they can.

The attached is probably related.

My WAG is that it is inspired/required by DHS.

Paragraph 2, Doesn't apply to foreigners.

You can find felony records by name a lot easier than by thumbprint.

DHS should be defunded.
