I believe the fingerprinting is being required for new applicants. I can't remember exactly, but I think they want to avoid licensing felons if they can.

Paragraph 2, Doesn't apply to foreigners.

You can find felony records by name a lot easier than by thumbprint.

DHS should be defunded.
