Environmental subdivisions

We are about to embark on our jurisdiction's first environmental subdivision and am hoping someone else has had some experience with them. Our health guy wants to condition the DR and the new lot for septic capabilities. I know the new lot doesn't need it but since the DR isn't part of the map I'm saying he can't condition it.

It seems pretty simple but am I missing something?

Gary, as usual you are missing nothing.
tell the heath dept. guy that the development of the DR can be conditioned with the "latest and best" requirements at the permitting stage.
