Can a City or County dedicate property that it owns in fee to the public for utilities and roads purposes?
If so, what would be the wording used in the Deed title and body? I know you cannot grant yourself an easement, but does that rule also apply to Government agencies?

Dedication by Public Agency
The Public Agency as owner dedicates to the public for public use the easement, which is accepted on behalf of the public by the Agency.
