Something doesn't sound right -- the "5" doesn't seem to go with the "1 mgon." 3"/1 mgon, or 5"/1.5 mgon, would be more consistent with popular instruments.
What make/model, and from what document did the specification come?

Thanks to Otter and ktwtom for setting me straight. I originally thought the fraction 5/1 was some sort of ratio or angle error as a function of angle size. Now I see it's just representing two angle units. Thanks again!
Most specs show standard error per pointing... 2 pointings per angle so it is 7" not 5" and then consider confidence level..... If I do not have this right I sure may error will be pointed out.
