Sac. County ROW markers?

Sac. County ROW markers?

Does any local area surveyors have an idea what these are? I found them on Douglas Rd west of Grant Line Rd (east of the Rancho Rio Americanos line). I believe they had two groves cut on all sides and they were located on both the north and south sides of the ROW but not in pairs like a CL tie would be. They didn’t really seem to line up with again except for the ROW, could they be old ROW markers?

Old RW mons seems like a reasonable guess. There are lath by each and a 1x2 by one. Is there anything else near these?

Not much else out there except the fencing. The groves cut on the sides has got me confused. First thoughts were that they were for the fencing to run through.

maybe post mile markers what was the distance between markers?
