Subdivision Map Act Changes in 1919??

In Witt Home Ranch v County of Sonoma (2008), the county decided that they would review the legality of maps recorded between 1919 and 1929 on a "case by case" basis. Supposedly, the agency in 1919
"provided for some degree of sustantive review of private subdivisions".

Does anyone have a reference (Statutes of 1919, Chapter__) for the Subdivsion map act changes that occured in 1919??

That would help me determine if certain maps recorded during this period meet the miniumum thresold discussed in that case.

As I recall, this was based on County Ordinance rather than State Statute.
