Elev Cert in L.A. - Anyone?

I wasn't sure which forum to use for this, so apologies if I picked wrong. I received, somewhat indirectly, what appears to be an RFP for an Elevation Certificate on an apartment complex in Los Angeles (above the Hollywood Freeway Vermont Avenue offramp).
