CLSA has a great Safety Tailgate Meeting Guide book available in the member download section, or for purchase. Caltrans has a Safety Chapter in their Surveys Manual and Code of Safe Surveying Practices:

Check with Operating Engineers (Local 3 in N. CA, Local 12 in S. CA). They may have a safety manual pertaining to surveying, but if so it's probably very similar to CLSA's.
Also check with some of the professional liability insurance companies. One or more of them may have put together some good basic info.
