LLA without boundary surveying

I'm sure this question has been posted before. If you do an LLA of a property that is not shown on a record map, but conduct no boundary surveying of any kind and adjust the line solely in the office using record calculations, is this legal within the law?

I would not recommend this to a client, but if the client doesn't want to pay for it, would the LLA still be legal.

This question gets into the concepts presented in the setback certification thread, because one of the things the local agency wants to know before approving an LLA is that the adjusted lines don't produce setback violations. Some LLAs work fine without field work, others don't.
