Who and where did this get started and why?
Defund govt
To fully fund govt first the national debt would have to be paid. The US Govt is $18 TRILLION in debt, using 350 million people in the USA it would require $51,000 from every man, woman and child to pay it off. And that's just the Federal debt. Did you write your check yet?

I have noticed it on a couple of recent OC RS's.

So if you are doing a lot survey with no submitted coordinates it can't be required?

Actually I think that 8813.1 and 8813.2 give instruction as to what to do IF an accuracy is to be claimed. An accuracy statement is only required IF the surveyor is making a claim to the accuracy of the coordinates indicated on their map. You do not have to make an accuracy statement simply because you are using or establishing CCS83 coordinates on your map.

Dan is correct, it is a requirement IF there is a claim of accuracy of the CCS83 positions established on the survey. However, 8813.3 (a) requires an accuracy statement of the control used any time a survey uses or establishes CCS coordinates.
8813.3. (a) After December 31, 2005, when a survey that uses or
establishes a CCS83 value or values is shown on any document, the
station or stations to which the CCS83 value or values are referenced
and connected and the CCS83 value or values and the published or
stated accuracy or accuracies of that reference station or stations
shall be shown also on the document.
It doesn't sound like the OP was about a map that tied to CCS83 however.

Correct, just a lot survey no specific coordinate base required or used.
So any request for a accuracy statement can be ignored.
Of course then they will probably nit pik your map to death.
