How do I find out who & when bought the school sections from the state?

You can try the GLO records section on BLM's website for patent records.

BLM can tell me who acquired title from the federal gov't, including the state, but not who acquired from the state. I have an inquiry to the BLM on the subject but have not received an answer.

The State Lands Commission in Sacramento has those records. Evan Page can help you on that.

I think there is no Federal Patent on the School sections. They automatically transferred to the State when the plat was approved.

Indemnity selections transferred upon approval of the indemnity list or something like that, again no patent.
