AO zone EC question

Would someone charging to provide section E (survey not required)
be in violation of the LS act?

Client didn't want to pay my fee to do the EC and said he would charge the building owner and do the work himself.

EC only no LOMA.

EC meaning elevation Cert? So whom is licensed to certify elevations?

Tell to pay the fee and show him 8726 (b)

Pretty much what I did.

He wanted an explanation of the survey not required statement on the elevation certificate. My cite of the LS act didn't satisfy him.
I told him to talk to FEMA and his insurance company and BPELSG to see if he could get away with it.
Don't think I will be getting the work either way.
