Sounds like one of those places that banks & mortgage companies hire that erroneously tell them the properties are in flood zones when the properties are not in flood zones and then the lender won't believe a surveyor who actually surveys the property that the property is not in a flood zone.

Never heard of them. Sounds to me like they are not engineers and/or land surveyors critiquing FEMA FIS studies and offering corrections, but rather lay researchers performing risk consulting based on comparison of historical events.
It would be pretty easy to poke holes in a FIS study when given the supporting documentation and the basis for their mapping, etc.
