Received an e-mail from a client I prepared an elevation certificate for earlier this year, and she sent me a requirement from the City of East Palo Alto which states: "A complete Elevation Certificate submittal requires the following information to be included with the FEMA Form:
Record of survey - technical requirement (B&P Code §§ 8764)"
Really???
I talked to the Director of Community Development and have begun discussion with him explaining a R.O.S. relates to boundary, where the FEMA EC relates to flood elevation issues. He will review this concern.
Has anyone else ever heard of such a requirement? The City will not "approve" my EC because I haven't submitted a R.O.S. Can someone show me in the FEMA Instructions where it states a R.O.S. is required with an EC? LOL!!! Furthermore, since when does a City get to "approve" or "disapprove" an EC? Only FEMA and lenders have ever questioned the information in my EC's in the past.
Stay tuned, but I see the City revising their requirements shortly.

To fully fund govt first the national debt would have to be paid. The US Govt is $18 TRILLION in debt, using 350 million people in the USA it would require $51,000 from every man, woman and child to pay it off. And that's just the Federal debt. Did you write your check yet?
