PLSS resolution assistance
I am trying to determine if the west line of the NE1/4 of the SE1/4 of S.13,T.9N.,R.18E.,MDBM should be cardinal or parallel.
Original surveys were surveyed by Anderson 1877-78, in which he ran south along the range line and set the 1/4 post for the E1/4 of S.13 then took a fir at 20 chains south of the E1/4; south of this the land was "not worth surveying". He then proceeds to meander the lake and lot the remaining portions of S.13 that were worth it. He runs east the south line of lots 2-4 and closed on the east boundary at the E1/4 of S.13. All land south of this line are still unsurveyed to this day, Amended Protraction Diagram is attached.
A dependent resurvey was surveyed by Hiester 1929-30 which followed surveys by Averill in 1922.
Hiester surveyed from monument set by Averill in 1922 at the SW corner of S.19, T.9N.,R.19E., MDBM and ran north along the range line setting monuments in R.18 and R.19. He set the SE corner of S.13 T.9N,R.18E.,MDBM then finds remains of the original post for the W1/4 S.19 T.9N.,R.19E.,MDBM which he sets a capped iron pipe. Continuing north along the range line he sets a capped iron pipes at the S1/16 S.13 and then finds the original corner for E1/4 of S.13 T.9N.,R.18E.,MDBM (I assume this was set by Anderson) and sets a capped iron pipe. This creates the angle along the range line.
In my survey I found all of Hiester pipes but no evidence of the original surveys from Anderson along the range line.
I did find original bearing trees w/scribes and stone mounds w/rotten wood fragments for the corners of lots 2-4 of Anderson's 1877-78 surveys, (pretty cool) and was able to establish the south line of lots 2-4.
To be honest, I'm a little green to surveying unsurveyed remainders and am hoping for a little guidance or direction to what section of the manual covers this situation.

Was a special meander corner set at the intersection of the N-S center-of-section line and the meandering of West Blue Lake? Was the center 1/4 corner marked? If they were marked, I'd make every effort to determine where the lines were originally run and corners originally placed, then take a hard look at extending that line Southerly before running parallel or cardinal.

Weighted mean bearing. See 2009 Manual at 3-118 through 3-122.

The Master Title Plat would suggest that neither is applicable.
It appears to run between midpoints. (C-E 1/16 to SE 1/16)

A weighted mean bearing would produce identical results as the mid-point solution. Section 3-123 and 3-124 of the Manual are more appropriate for the situation, the courses being governed by the conditions represented upon the official plat.

The line between the C-S 1/16 and the S 1/16 was never surveyed, just platted as 80ac. and a fir being 20ch south of the E1/4.
The position of the E1/4 has reminded through the resurvey but the S 1/16 moved east and has lengthen the line between the C-S 1/16 and the S 1/16, does mid-point hold to the original survey (+/-20ch) or the resurvey along this line?

I would write and present the case to BLM, in the past they have rendered an opinion. Is there Federal land nearby? Sometimes they will be a share of cost and assist.

Might need to go that route; I have met with the BLM Sacramento Office in the past and they have been very helpful.
My thought was parallel based on 3-120 as the opposite corresponding section line (West line North 1/2 of the SE 1/4 S.13) was not actual ran, just platted 80ac with no distance information. The east line was ran in the original surveys (north-south) but the resurvey ran NW-SE.
I'm not sure about the weighted mean as the West line of the North 1/2 of the SE 1/4 S.13 was not ran, with that I do not have two lines ran to a weighted mean.
